Not ignorant. Just aimed too low.
Desire-ridden, with heaven as their highest aim — they prescribe elaborate rites conferring birth and fruits of action, all for the attainment of pleasure and power.

कामात्मानः स्वर्गपरा जन्मकर्मफलप्रदाम् । क्रियाविशेषबहुलां भोगैश्वर्यगतिं प्रति ॥२-४३॥
